Google explains keyword stuffing as:

• Repeating the same words or phrases very often that it sounds fake or unwanted.
Cloaking: Cloaking is a search engine optimization (SEO) technique in which search engine spider content
is different from presenting the user’s browser. This is done by distributing content based on the IP address of the user request or the user-agent HTTP header.
Simply, you can say that cloaking means showing the user some content to the user and
showing some other content to the search engine page. People do this to get ranking through
irrelevant keywords, so as to show their diversity in the website and getting a higher ranking.
We all have been there, clicking on some other link and getting redirected to some other
unwanted page. Black hat SEO lets people forget the original use of redirects and let them use
the wrong one which can eventually get them higher ranking but after some point, the website
rank will fall down or maybe even get closed. So, use redirections only for the purpose they’ve
been made for.
